## Description

Create a new [group](../../glossary/group.md) reply from member.

Create a [comment](../../glossary/comment.md) for group, reply, url or uri/fragment.

## Parameters

## Permission

The member on the request might need to be a reviewer or contributor or higher depending on the comments option in the group configurations.

If the comments option is set to public, anyone can invoke this service.

An administrator can reply to any comment.

## Error Handling
